If Oswald acted alone, why are US Presidents ignoring Congress’ order and preventing the release of all of the CIA’s JFK-related files?

Most likely, because they contain the names of intelligence assets in Mexico who are either still alive, or have family or associates who are still alive. But regardless, if there really was a conspiracy in 1963 that was so powerful that it could have been concealed to the point of the only evidence was found in those files -- why didn't they remove that evidence from the files many decades ago, or better yet place the evidence there in the first place? You can't have it both ways: Either there was a powerful conspiracy (at which point nothing of interest will be found in those files) or there wasn't.
